I have written a small group of programms and symlinks witch wrap the cygwin 'gcc -mno-cygwin' into a cross compiler from cygwin to mingwin. Size about 15 kb. After instalation there seams to be a complete cross compiler from cygwin to mingwin. A small patch to binutils ld is needed too for simulation of the mingw32msvc-ld.
