You're using some old documentation :  while dlltool works, most of its 
functionality has been absorbed directly into ld (e.g. gcc -shared) 
Take a look at:

http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/dll-stuff/

For more up-to-date examples.
