The logic needed to convert Cygwin POSIX paths to something the underlying
filesystem can understand is in cygwin1.dll.  If a program isn't linked to
cygwin1.dll, it can't interpret them and I doubt that any Microsoft tools
are linked to cygwin1.dll.

"//nthost/app/main.ico" worked because no Cygwin conversion was necessary,
the underlying MSDOS I/O library actually accepts either '/' or '\' as
filespec section separators at least some of the time.
