I don't have access to Win98, but this worked for Win95.  You should be able
to enable pasting in a normal Cygwin console window by changing some of the
checkboxes in the window properties (Alt-Space>Properties to open the dialog
box).  If you do change the properties, you will have the option to change
the current window only or also change the calling shortcut, so you should
only have to do it once.

This may be in the FAQ.
