Yes, I recommend using '--with-included-gettext' and NOT linking with 
the /usr/lib/libintl.{dll.}a library provided by the gettext-0.38.0-1 
package -- WHEN building gcc, cygwin1.dll, or binutils.  Just to keep 
the number of external dependencies down on those packages.
