Thank you very much, David.  This looks like a highly applicable link.  So 
far, I've just barely been able to extract an indirect reference to the 
fact they have done any Windows porting, but they clearly have, and it 
appears they probably did it via GTK+.

You may want to ask on the Xemacs-nt list (see http://www.xemacs.org for
further info.)
 They've managed to port xemacs to the Windows gui.
