Ah.  So the observed behavior *IS* incorrect.  I thought setfacl was 
performing "correctly" and I just didn't understand it.  Okay.

But the problem, I think, lies in winsup/cygwin/sec_acl.cc, not 
winsup/utils/setfacl.c.  But that's just a hunch.
