Somehow, setup.exe downloads perl from contrib/perl on the mirror site, but saves it to latest/perl on the local computer. This
causes an error during installation, since setup.ini specifies that perl is found in contrib.

Incidentally, is setup.exe open source, and if so where can I get the source? I'd like to have a go at making some improvements.
