Geoff Hart has updated his 'ActiveStatePerl-from-cygwin' wrapper
program; it's available from
http://www.neuro.gatech.edu/users/cwilson/cygutils/unversioned/perl-contrib/

Also, I've now marked the CygUtils version of vim as 'obsolete' -- since
the new official cygwin vim package (vim-5.8-2) now uses ncurses instead
of termcap.  Thus, there's no longer any important difference between
the official and cygutils versions -- except that the cygutils one is
old old old.
