Currently, it does not provide SysV IPC itself, but work in that area is
progressing.  However, there is an external package that does provide those
capabilities for cygwin:

http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/

Download that and give it a try.  You'll need to add '-lcygipc' to your link
line.
