Subject:	GCC and MinGW?

Which is the difference from MinGW's "gcc" and CygWin's "gcc
-mno-cygwin"?
Installing the w32api package they have got the same libraries too?
(CygWin's w32api seems to lack ddraw.h and dsound.h at least)
