Not as service and also not from commandline squid is able to rename the swap.state.new to swap.state: Siebenschlaefer AT LORELEY /usr/cache $ ls -l -rw------- 1 SYSTEM SYSTEM 90624 May 24 20:07 swap.state.new swap.state is deleted and this error is in eventlog: ...: storeUfsDirCloseTmpSwapLog: rename failed. dubious: as user in eventlog is mentioned a user, that is never used by me. And it worked as i installed squid as a service a few days ago... As a service it runs under SYSTEM account, so it should have the permissions to rename swap.state.new, it is owner as you see above.
