NTEmacs is just that, it expects to be run in a dos box.
You could do:
  cmd /c start emacs -nw
but I doubt that's what you want.  As for what can
be done to rxvt to fix this, not much.  The real fix
is to (un)patch NTemacs so that it doesn't use the 
Windows console functions.
