They're not.  They are built to keep in sync with the cygwin release
they correspond to.  Setup's sources are in cvs, which is on the same
machine as setup.exe is, and those are the ones you *should* be using.
You could use a snapshot, too, but if you're going to be submitting
changes, you really should be using cvs.
