Shall we assume Windows NT or Windows 2000? Chances are, the user you are using was added after Cygwin was installed (and mkpasswd -l or mkpasswd -d was run). If this is a local user account, run mkpasswd -l, then copy and paste the information regarding that and other users you want. Otherwise, run mkpasswd -d | egrep -I "^my_user_name_"(or mkpasswd -d your_domain_here). The reason I suggest copy and paste: When I run mkpasswd -l | egrep -i "^new_user_name" >> /etc/passwd, the other lines in the passwd file now have a ^M at the end. When I export my vars, it shows user and username set to Administrator.. This is causing a problem with rlogin because the remote host doesn't accept remote usernames that are that long.
