Hi,

In trying to minimize changes, I have linked the old URL: 

http://www.eskimo.com/cygwin/joe2_8_cygwin_bin_tar.gz

 to:

joe-2,8-2_tar.bz2 with partial success. 

Please note that one can still download the file but the filename will need 
to be changed to .bz2 type before unpacking.

Perhaps the said URL on the Cygwin front page should be changed to:

http://www.eskimo.com/~ewu/cygwin
