Hm.  I guess I have to question your judgement when it comes to determining
the most expedient way to find the answer to your inquiry.  Assuming that
you don't immediately realize that you can use any editor you want (including
joe, if you don't mind building it), a quick search of the email archives 
would have provided many references to messages talking about editors to 
use.  There are those who even purport to use Notepad (yuck!;-))

The FAQ, user guide, and email archives at www.cygwin.com is your friend, and
a very knowledgeable one at that.  Get to know it!:-)

BTW, Cygwin comes with VIM, which is a VI clone.
