Who is telling that? You don't need to copy /etc/services!!!

passwd uses the Windows NT SAM and changes the password of your
NT user account. Cygwin doesn't maintain a different password
for user accounts when running NT/W2K.

How do you run inetd? As a service hopefully.

It depends on your needs. Personally I'm using the following
setting:
CYGWIN=binmode tty ntsec nosmbntsec

settings.
Did you actually read /usr/doc/Cygwin/inetutils-1.3.2.README?
