Ok, cygwin1.dll now resides in the appropriate cygwin/bin directory which is
now referred to in the path.
This doesn't fix the problem.
I don't understand your question regarding Apache being Cygwin enabled.
I can't find anything in the documentation for Apache or Cygwin to give me
any clues.
cygcheck httpd fails because there is not file named httpd

DON'T COPY THE CYGWIN1.DLL FROM CYGWIN/BIN TO ANYWHERE ELSE; ADD THE
CYGWIN/BIN path to the PATH.
