winbase.h has the following (incorrect) #defines for CreateHardLink:

...
#define CreateCreateHardLink CreateCreateHardLinkW
...
#define CreateCreateHardLink CreateCreateHardLinkA
...

I couldn't find anything in the archives about it, so I thought I'd report
it.
