Dear Earnie,

I've already had some help from another source and figured out that I need
to download the entire distribution from the Cygwin site.  I was using the
CD-ROM, but someone here complained about needing the cygwin1.dll to run an
program, so I tried the -mno-cygwin option.  But the fix will soon be in.
