when using wget and a proxy server, saving to a mapped network drive
(Win2k pro client, win2k server server), if the download breaks partway
through, and wget tries to resume, the final file is the size of the
amount remaing when the break occured.

I.E. download a 10Mb file, reset your proxy at 6Mb, wget will
auto-resume, and the final file will be 4Mb in size. I believe it is the
last 4Mb of data.

I haven't done exhaustive tests - specifically I haven't tried without a
proxy, or on local disks. But it's happened consistently every time the
proxy has dropped the connection due to an upstream timeout.
