Here is the software:
Cygwin 1.1.8
wygipc-1.09-2.tar.gz (also tried 1.07-1)
PostgreSQL 7.0.3

Problem:
Postmaster fails to run

Details:
$ ipc-daemon&
[1] 1292

administrator AT ANDREW ~
$ postmaster -i&
[2] 1832
[1]   Done                    ipc-daemon

administrator AT ANDREW ~
$ D:\cygwin\usr\local\pgsql\bin\postgres.exe: ***

Startup failed - abort
