Since cygwin doesn't *run* except in a windows environment, this is
kinda moot.

But, if you really need such a thing (say, for a networked
environment) you can either samba-mount a windows machine and run
setup there, or just use tar to extract the needed files from the
tarballs.

You'll still need to set up the registry and desktop for each windows
machine that will use such an installation.
