Cygwin is a *WINDOWS* program.  The Cygwin installer is a *WINDOWS* program.
Both are, of course, platform specific.  You can't install them on UNIX.

All of the utilities that are part of the Cygwin package come from UNIX,
however.  You can build them for yourself but Cygwin has nothing to do
with this.
