Thanks. I found it when I downloaded the PostgreSQL binary from
SourceForge:
ftp://download.sourceforge.net/pub/mirrors/postgresql/NT_Support_Files/cygwi
n32_ipc_1.03.tar.gz
And, the tar file for PostgreSQL, though ostensibly 7.0.3, lacked the
FAQ_MSWIN. Instead, it had README.NT, which advised installing v.1.03 of
cygwin32_ipc. It wasn't until someone helpfully suggested getting
PostgreSQL from anonymous CVS that I got an updated copy and was able to
build.
