Has your company or whatever started using a proxy server?  If so, i don't know
if the cygwin installer handles authenticating proxies (as opposed to regular
ones).  That's one thought.

If you do indeed have a direct connection, maybe the redhat site was
inaccessible at that particular time.  Have you tried since then?
