there are lots of command-line 
programs out there that let you send files by email
via SMTP. I use one called SendMail.exe
Don't remember where I picked it up though...

Reading mail on command line - dunno. I know Pine is ported to 
Windows, with and without Cygwin. Pine with Cygwin is almost command line,
yes.
