I am reluctant to accept cygwin-specific patches to tools that we
don't support.

If someone does come up with a patch, I hope that they'll send it
to the diffutils maintainer for consideration.  That's the best
way to get things permanently into cygwin.

Otherwise, someone has to remember to apply patches with each new
release.
