I am having troubles getting chmod to work under Windows NT 4.0 Workstation.
I have read the FAQ and added ntsec to my CYGWIN environment variable, but
it still doesn't work.  I set up /etc/passwd and /etc/group already.  who
works just fine so Im pretty sure they are right.  Any ideas?  

FYI

my cygnus.bat looks like this

@ECHO OFF
SET MAKE_MODE=UNIX
SET CYGWIN=tty notitle glob ntsec
SET PATH=e:\cygnus\CYGWIN~1\H-I586~1\bin;%PATH%
bash
