I like to keep a local copy of the Cygwin setup files (I don't know about
you), but here was my process:
1.  Run: net stop inetd
2.  Run Cygwin setup: Download from Internet.
3.  Run Cygwin setup: Install from Local
4.  Run: net start inetd
