That's OK, and it's good to help the users.

The GPL doesn't allow this, because as soon as we release a new
cygwin, the sources for *your* cygwin1.dll are no longer available,
and you are instantly (and unawares) in violation.  You need to have
your own copy of the sources for the dll you are distributing, and
make sure it remains available as long as your binary is.

It's a good idea to *also* have a link to the cygwin home page, for
people who want more than just the dll (or who are interested in
updating), but you can't rely on it for the purposes of the GPL.

Please keep distributing the dll; that's OK, and if it's one you have
verified works with your software, you are doing your users a favor
(as long as you also note that if they have cygwin installed, they may
run into version conflicts).

However, please put a copy of the corresponding sources (just the
minimum needed to build the dll; which should be just the
cygwin*-src.tar.gz file) on your site, along with the dll binary.
