How is SSHD installed as a service?  SRVANY?  FireDaemon?

Have you rebooted since changing your System's CYGWIN variable so that the
Service Manager can take the new environment?

Take a look at your NT application log.  If SSHD is ever executed, messages
will show up in the Event Log?
