I'm afraid you can't get it work. The same problem is with almost all
interactive commands that come with Cygwin (telnet...). Something
changed in Cygwin after B20.x so that NT Emacs is no longer able
to deal with subprocesses well. A well known and very irrating
is the inability to send signals to bash shell.

NT Emacs is almost pure Windows application, it cannot
be compiled with Cygwin, so I suggest you move to Win32 XEmacs.
