Just trace  why your file is not found by setting 

c:\>set KPATHSEA_DEBUG=-1
c:\>set KPATHSEA_DEBUG_OUTPUT=err.log
c:\>latex oh.tex

But let me say :
- fpTeX will not handle cygwin mount points at all
- fpTeX adds a bit more than the raw teTeX distribution, things like
automatic location of ghostscript, path handling, native win32 system
calls in some crucial places etc.
