I just downloaded and built giftrans-1.12.2 from

http://pkgcvs.turbolinux.co.jp/cgi-bin/cvsweb.cgi/giftrans/1.12.2/giftrans-1
.12.2.tar.gz?rev=1.1&content-type=text/x-cvsweb-markup

and only had to make one change:

#define RGBTXT  "/usr/X11R6/lib/X11/rgb.txt"

Of course, this assumes that you have X11R6 from http://xfree86.cygwin.com

If you know of a better place to download this, let me know.
