Actually, that's not completely a true statement.  Setup.log.full is 
created in the directory where setup.exe resides when you select Download 
from the Internet for the installation method.  If you select either 
Install from the Internet or Install from local directory then 
setup.log.full is created in the root directory for cygwin.  Or at least 
that's the case on Win95.
