nslookup is in C:\WINDOWS\SYSTEM on 9x systems. You can add a symbolic
link for convenience:
ln -s /c/WINDOWS/SYSTEM/NSLOOKUP.EXE /usr/local/bin/nslookup
All other tools _are_ available as source at least.
Look at http://www.gnu.org for example.
