cygwin1.dll is *the* file that you need to make these tools work.  It is
the UNIX emulation DLL.  Without it, nothing will work.  Apparently one of
the packages you had trouble installing was the cygwin package itself.  Run
setup again to fix the problem.  If the problem persists, try a different 
mirror.
