The CygIPC package at 
  http://www.neuro.gatech.edu/users/cwilson/V1.1/cygipc/
has been updated to version 1.09.  Many thanks to Fred Yankowski,
Corinna Vinschen, Jason Tishler, and Yutaka Tanida.

New features:
  * ipc-daemon runs as a native service on NT/2K (no need for srvany or
instsrv)
       ipc-daemon --install-as-service
       ipc-daemon --remove-as-service
  * improved error handling/reporting in libcygipc.a
  * better option handling and help messages in ipc-daemon
  * various nits corrected
  * works seamlessly with postgresql

This is a huge improvement over previous versions, and I'm really
grateful to the contributors above!
