Subject:	Blank /etc/passwd and /etc/group files

Recently someone posted that setup created blank passwd and group
files.  I figured out how this happened, 'cause it happened to me.  I
had a version of the cygwin1.dll open in memory.  Even though I
installed in a different directory the mkpasswd and mkgroup programs
could not run and the result was empty files.
