I think something has gone awry. Take a look at this transcript of an FTP

The 1.1.8 files look amiss to me. Similar situations exist in latest/mingw, 
latest/w32api. In all cases, there are files whose names begin with ".in." 
followed by what would be an ordinary tarball file name. In each case, these 
".in." files are empty.
