On cygwin-1.1.8 with gcc-2.95.2-7 I was able to build a working
  xemacs-21.2.36
with DLL-linked jpeg, tiff, png, gdbm, ncurses, and xpm support (no-X).
(How's *that* for a test case?) I *did* have to add
'/usr/include/w32api' to my --site=includes list, though.

P.S. ssh works without the 'heapsize' error others have reported. Also,
I can't understnad how 'ld' could have some mysterious problem with
'heapsize' errors, when gcc works okay -- and gcc calls ld!!
