Windows treats file systems as case-insensitive (or case-preserving in the 
case (no pun intended!;-)) of NTFS).  This is "proper" behavior for Windows.
Check the www.cygwin.com and look for Sergey's site under related links if 
you want to build your own cygwin1.dll that would support what you're doing.
