Yes, I have done this.  I created cross gcc and binutils tools under
cygwin, specified the target architecture which corresponds to the cross
tools  ("ARCH" and "CROSS_COMPILE" in the Linux makefile), then "make
config ; make dep ; make".

Another good place to ask this question is the cross-gcc list
(mailto:crossgcc-info AT sourceware DOT cygnus DOT com).
