I got the newer version by choosing 'install from internet' option in the
setup.  The error message is gone now.  Thanks for helping a newbie like me
in OpenSSH.

However, I am still having problem with the server.  After I run sshd as
service through inetd ('log on as local system account' is enabled.) I got
the following error message:

$ ssh -l weiku localhost
ssh_exchange_identification: read: Connection reset by peer

Any suggestion would be highly appreciated.
