Subject: CygUtils update (for those testing perl-5.6.1-1)

Since Eric has released a perl package based on the 5.6.1-TRIAL1 code,
and since his package is slated become an official contribution to the
cygwin distro, the perl-5.6.0 at CygUtils is obsolete and a dead-end. 
If you want to upgrade to the newer perl, you should do the following:

a) use setup.exe to install perl-5.6.1-1
b) remove the cygutils perl from your system

But (b) is easier said than done.  I've made a few minor updates to the
CygUtils website, noting that the cygutils perl-5.6.0 is obsolete and
providing instructions for quickly and easily removing it from your
system.

Those instructions are based around a tool called
'RemoveObsoletePackages', also available at the cygutils website, which
uses .list.tar.bz2 files that mimic the structure of cygutils packages,
but without actually including any data.  The point?

I've added a .list.tar.bz2 file for the cygutils-perl package.  See
