ps -W needs a NT library named PSAPI.DLL which isn't installed on NT4
by default. It's available in the Platform SDK and it's in the standard
install on W2K AFAIK.

ps -W tries to load this dll dynamically and, if that failes, falls
back to a normal `ps' silently.
