Have a look into the two readme files /usr/doc/Cygwin/intetutils-1.3.2.README /usr/doc/Cygwin/openssh-2.3.0p1.README Both contain an explanation. `su' doesn't work on Windows under default circumstances and it never works without giving a password. And no, `su' is build, but never really ported.
