I think Cygwin can build this. Tcl 8.3.2 does not build with Cygwin's gcc. It does build with mingw's gcc if you want to try that. You would need to go here and grab the snapshot mingw version of gcc. http://www.mingw.org/ When the Tcl 8.4 release is finished, it should work with Cygwin.
